We, the undersigned artists and cultural workers, pledge our support for the Palestinian people in the face of the ongoing genocide initiated by Israel and confirmed as such by the words of Israeli Minister of Defence Yoav Gallant. Specifically, we call on all state-funded artistic and cultural institutions in Belgium to formally align themselves with the movement for Boycott, Divestment and Sanction (BDS).

A Textbook Case of Genocide

The UN Genocide Convention lists five acts that fall under its definition. Israel is currently perpetrating three of these in Gaza: “1. Killing members of the group. 2. Causing serious bodily or mental harm to members of the group. 3. Deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part.” The Israeli Air Force, by its own account, has so far dropped more than 6,000 bombs on Gaza, which is one of the most densely populated areas in the world—almost as many bombs as the US dropped on all of Afghanistan during record-breaking years of its war there.

In the linked article above professor of modern genocide, Raz Segal, lays out the specific ways in which the siege that we have witnessed by Israel on Gaza is a continuation of the Nakba of 1948: the catastrophe that saw the newly-formed Israeli government displace at least 750 000 Palestinians from their homes and sequester 78 percent of historically Palestinian land. Further, we are witnessing what Segal articulates as a “textbook case of genocide”, underscored by years of settler-colonial occupation, apartheid and continuous contravention of international law on the part of the state of Israel.

Segal is not the only one to sound the alarm. UN Special Rapporteur on Human Rights in the Palestinian Territories Francesca Albanese released a statement: “The international community has the responsibility to prevent and protect populations from atrocity crimes. There is a grave danger that what we are witnessing may be a repeat of the 1948 Nakba, and the 1967 Nakba, yet on a larger scale. The international community must do everything to stop this from happening again. In the name of self-defence, Israel is seeking to justify what would amount to ethnic cleansing.”

Dozens of scholars and practitioners of international law, conflict studies and genocide studies made the same claim: "We are compelled to sound the alarm about the possibility of the crime of genocide being perpetrated by Israeli forces against Palestinians in the Gaza Strip. We do not do so lightly, recognising the weight of this crime, but the gravity of the current situation demands it”, as they wrote in a public statement.

Call to action for artistic and cultural organisations and institutions

We make an urgent call, in the face of these atrocities, for all Belgian artistic and cultural institutions of conscience to respond to those calls and to:

• Declare what actions (symbolic and tangible) you are and will be undertaking in solidarity with the Palestinian people in this time of genocide.
• Formally endorse the BDS movement through signing on to the Belgian Campaign for the Academic and Cultural Boycott of Israel (BACBI), or an equivalent affiliate of BDS.
• Declare said affiliation in a public manner.

In these dark times, it is more necessary than ever that Palestinian voices be given a platform. We therefore oppose any attempt to silence or criminalise them as happened recently to the writer Adania Shibli at the Frankfurt Book Fair.

We also condemn the witch hunt in Israel against critical voices. The government there introduced new laws allowing the detention of critical citizens. This is the symptom of a state that wants to commit the worst crimes without opposition.

The time to materially evidence solidarity with the Palestinian people is now.

Decolonization is an action

We take this moment to acknowledge Belgium as a state implicated in its own colonial atrocities. And, from this vantage point, demand that institutions recognize the colonial character of this country, the colonial foundations upon which it was built and still experience material benefit from, and support the Palestinian people who suffer under colonial rule. We assert that decolonization is an action, that institutions who have received material benefit via colonial extraction have an imperative to act in the face of colonial violence. And, particularly, those institutions who have abstracted decolonization down to a theoretical concept only to be engaged with rhetorically (in panel discussions, shows, festivals, articles, publications etc), we call upon you to take material action towards the decolonization of Palestine through the steps outlined above.

Take a stand

When most of our (Western) politicians are cheerleading the genocidal acts of the Israeli government and giving them a free pass, then it is up to us to stop them. Join us in taking a principled stand.

On Sunday, October 22nd, a mass demonstration will take place in Brussels. We ask you to share the event on your social media and your websites and mobilise your public to attend and show the Palestinians your solidarity. As it was with the apartheid in South Africa, global boycott, divestment and sanction have proven to be a material, economic pressure technique that works to push the needle forward towards liberation of oppressed peoples. If, as state-funded artistic and cultural institutions, you fail to extend material support in opposition to genocidal atrocities that are endorsed by the government that funds you and funded by the taxes of the people, you are complicit by proxy in ongoing genocide. We and history will ensure that you are held accountable as such.

Wij, kunstenaars en culturele werkers, betuigen onze steun aan het Palestijnse volk in het licht van de genocide die aan de gang is en die geïnitieerd werd door Israël en als dusdanig bevestigd door de woorden van de Israëlische minister van Defensie Yoav Gallant. We roepen alle door de overheid gefinancierde artistieke en culturele instellingen in België op om zich formeel aan te sluiten bij de beweging voor Boycot, Desinvestering en Sancties (BDS).

Een schoolvoorbeeld van genocide

De Genocide Conventie van de Verenigde Naties somt vijf daden op die onder haar definitie vallen. Israël begaat er op dit moment drie in Gaza: "1. Het doden van leden van de groep. 2. Veroorzaken van ernstig lichamelijk of menselijk leed aan leden van de groep. 3. Opzettelijk aan de groep levensomstandigheden toebrengen die berekend zijn om haar fysieke vernietiging geheel of gedeeltelijk teweeg te brengen." De Israëlische luchtmacht heeft, naar eigen zeggen, tot nu toe meer dan 6000 bommen op Gaza gegooid, een van de dichtstbevolkte gebieden ter wereld - bijna net zoveel bommen als de VS op heel Afghanistan heeft gegooid gedurende de recordjaren van hun oorlog daar.

In het gelinkte artikel hierboven zet Raz Segal, professor in moderne genocide, de specifieke manieren uiteen waarop de belegering van Gaza door Israël een voortzetting is van de Nakba van 1948: de catastrofe waarbij de nieuw gevormde Israëlische regering minstens 750.000 Palestijnen uit hun huizen verdreef en 78 procent van het historische Palestijnse land in beslag nam. Bovendien zijn we getuige van wat Segal omschrijft als een "schoolvoorbeeld van genocide", voorafgegaan door jaren van koloniale bezetting, apartheid en voortdurende schending van het internationaal recht door de staat Israël.

Segal is niet de enige die alarm slaat. De speciale VN-rapporteur voor de mensenrechten in de Palestijnse gebieden Francesca Albanese gaf deze verklaring vrij: "De internationale gemeenschap heeft de verantwoordelijkheid om bevolkingen te beschermen tegen gruweldaden. Er bestaat een groot gevaar dat wat we nu meemaken een herhaling is van de Nakba van 1948 en de Nakba van 1967, maar dan op grotere schaal. De internationale gemeenschap moet er alles aan doen om te voorkomen dat dit opnieuw gebeurt. In naam van zelfverdediging probeert Israël te rechtvaardigen wat zou neerkomen op etnische zuivering."

Tientallen wetenschappers en beoefenaars van internationaal recht, conflictstudies en genocidestudies stelden hetzelfde: "We zijn gedwongen om alarm te slaan over de mogelijkheid dat Israëlische strijdkrachten een genocide plegen op Palestijnen in de Gazastrook. We doen dit niet lichtvaardig, omdat we het gewicht van deze misdaad erkennen, maar de ernst van de huidige situatie vraagt erom", zo schreven ze in een publieke verklaring.

Oproep tot actie voor artistieke en culturele organisaties en instellingen

In het licht van deze gruweldaden richten we een dringende vraag aan alle Belgische artistieke en culturele instellingen met een geweten om gehoor te geven aan deze oproepen en om:

• te verklaren welke acties (symbolisch en tastbaar) jullie ondernemen en zullen ondernemen in solidariteit met het Palestijnse volk in deze tijd van genocide.
• de BDS-beweging formeel te onderschrijven door je aan te sluiten bij de Belgische Campagne voor de Academische en Culturele Boycot van Israël (BACBI), of een gelijkwaardige filiaal van BDS.
• deze aansluiting op een publieke manier kenbaar maken.

In deze donkere tijden is het meer dan ooit noodzakelijk dat Palestijnse stemmen een platform krijgen. Daarom verzetten wij ons tegen elke poging om hen het zwijgen op te leggen of te criminaliseren, zoals onlangs gebeurde met de schrijfster Adania Shibli op de Frankfurter Buchmesse.

We veroordelen ook de heksenjacht in Israël op kritische stemmen. De regering daar heeft nieuwe wetten ingevoerd die het mogelijk maken kritische burgers op te sluiten. Dit is het symptoom van een staat die de ergste misdaden wil plegen zonder tegenstand.

De tijd om materiële solidariteit te betuigen met het Palestijnse volk is nu.

Dekolonisatie is een actie

We gebruiken dit moment ook om te erkennen dat België zelf als staat betrokken was en is bij koloniale gruweldaden. Vanuit dat besef eisen we dat instellingen het koloniale karakter van dit land, de koloniale fundamenten waarop het gebouwd werd en nog steeds materieel voordeel uit haalt, erkennen en het Palestijnse volk steunen dat lijdt onder koloniale overheersing. Wij beseffen dat dekolonisatie een actie is, dat instellingen die materieel voordeel hebben gehad van koloniale overheersing, de plicht hebben om op te treden tegen koloniaal geweld. En, in het bijzonder, die instellingen die dekolonisatie hebben geabstraheerd tot een theoretisch concept dat vooral retorisch wordt benaderd (in paneldiscussies, shows, festivals, artikelen, publicaties etc.), roepen we op om nu ook reële actie te ondernemen in de richting van de dekolonisatie van Palestina door middel van de hierboven beschreven stappen.

Neem een standpunt in

Wanneer de meeste van onze (Westerse) politici de genocidale daden van de Israëlische regering toejuichen en hen een vrijbrief geven, dan is het aan ons om hen te stoppen. Doe met ons mee en neem een principieel standpunt in.

Op zondag 22 oktober vindt er een massademonstratie plaats in Brussel. We vragen je om het evenement te delen op je sociale media en je websites en om je publiek te mobiliseren om aanwezig te zijn en de Palestijnen je solidariteit te tonen. Net als bij de apartheid in Zuid-Afrika hebben wereldwijde boycot, desinvestering en sancties bewezen een materiële, economische druktechniek te zijn die werkt om de naald naar de bevrijding van onderdrukte volkeren te duwen. Als jullie als door de overheid gefinancierde artistieke en culturele instellingen geen materiële steun verlenen aan het stoppen van genocidale wreedheden die worden gesteund door de regering (die jullie financiert en die worden gefinancierd door het belastinggeld van het volk) dan zijn jullie bij volmacht medeplichtig aan voortdurende genocide. Wij en de geschiedenis zullen ervoor zorgen dat jullie als zodanig ter verantwoording worden geroepen.

Nous, les artistes et travailleur•euses culturel•les soussigné•es, nous engageons à soutenir le peuple palestinien face au génocide en cours initié par Israël et confirmé comme tel par les mots du ministre israélien de la défense Yoav Gallant. Plus précisément, nous appelons toutes les institutions artistiques et culturelles belges financées par l'Etat à s'aligner formellement sur le mouvement de Boycott, Désinvestissement et Sanction (BDS).

Un cas d'école de génocide

La Convention des Nations unies sur le génocide énumère cinq actes qui entrent dans sa définition. Israël en commet actuellement trois à Gaza : "1. tuer des membres du groupe 2. Atteinte grave à l'intégrité physique ou mentale de membres du groupe. 3. Infliger délibérément au groupe des conditions de vie calculées pour entraîner sa destruction physique totale ou partielle". L'armée de l'air israélienne, selon ses propres dires, a jusqu'à présent largué plus de 6 000 bombes sur Gaza, qui est l'une des zones les plus densément peuplées du monde, soit presque autant de bombes que les États-Unis en ont largué sur l'ensemble de l'Afghanistan pendant les années record de leur guerre dans ce pays.

Dans l'article cité ci-dessus, Raz Segal, professeur spécialiste des génocides modernes, explique en quoi le siège de Gaza auquel nous assistons de la part d'Israël est la continuation de la Nakba de 1948 : la catastrophe qui a vu le gouvernement israélien nouvellement formé déplacer au moins 750 000 Palestinien•nes de leurs maisons et mettre sous séquestre 78 % des terres historiquement palestiniennes. En outre, nous assistons à ce que Segal qualifie de "cas d'école de génocide", souligné par des années d'occupation coloniale, d'apartheid et de violation continue du droit international de la part de l'État d'Israël.

M. Segal n'est pas le seul à tirer la sonnette d'alarme. La rapporteuse spéciale des Nations unies sur les Droits de l'Homme dans les territoires palestiniens, Francesca Albanese, a publié un communiqué: "La communauté internationale a la responsabilité de prévenir et de protéger les populations contre les crimes atroces. Il existe un grave danger que ce à quoi nous assistons soit une répétition de la Nakba de 1948 et de la Nakba de 1967, mais à plus grande échelle. La communauté internationale doit tout faire pour empêcher que cela ne se reproduise. Au nom de la légitime défense, Israël cherche à justifier ce qui s'apparente à une épuration ethnique".

Des dizaines d'universitaires et de praticien•nes du droit international, des études sur les conflits et les génocides ont fait la même déclaration : "Nous sommes obligé•es de tirer la sonnette d'alarme sur la possibilité que les forces israéliennes commettent un crime de génocide contre les Palestinien•nes de la bande de Gaza. Nous ne le faisons pas à la légère, reconnaissant ainsi le poids de ce crime, la gravité de la situation actuelle l'exige", ont-iels écrit dans unecommuniqué.

Appel à l'action pour les organisations et institutions artistiques et culturelles

Face à ces atrocités, nous lançons un appel urgent à toutes les institutions artistiques et culturelles belges de conscience pour qu'elles répondent à ces appels et qu'elles:

• Déclarent les actions (symboliques et tangibles) qu’elles entreprenent et entreprendront en solidarité avec le peuple palestinien en cette période de génocide.
• Soutiennent formellement le mouvement BDS, en adhérant à la campagne belge pour le boycott académique et culturel d'Israël (BACBI), ou à un affilié équivalent de BDS.
• Déclarent publiquement cette affiliation

En ces temps sombres, il est plus que jamais nécessaire de donner une tribune aux voix palestiniennes. Nous nous opposons donc à toute tentative de les réduire au silence ou de les criminaliser, comme cela a été le cas récemment pour l'écrivaine Adania Shibli à la Foire du Livre de Francfort.

Nous condamnons également la chasse aux sorcières menée en Israël contre les voix critiques. Le gouvernement israélien a introduit de nouvelles lois autorisant la détention de citoyen•nes critiques envers lui. C'est le symptôme d'un État qui veut commettre les pires crimes sans opposition.

Il est temps de témoigner matériellement de la solidarité avec le peuple palestinien.

La décolonisation est une action

Nous profitons de ce moment pour reconnaître que la Belgique est un État impliqué dans ses propres atrocités coloniales. Et, de ce point de vue, nous exigeons que les institutions reconnaissent le caractère colonial de ce pays, les fondations coloniales sur lesquelles il a été construit et dont il bénéficie encore matériellement, et qu'elles soutiennent le peuple palestinien qui souffre de la domination coloniale. Nous affirmons que la décolonisation est une action, que les institutions qui ont bénéficié d'avantages matériels par le biais de l'extraction coloniale ont l'obligation d'agir face à la violence coloniale. Et, en particulier, les institutions qui ont réduit la décolonisation à un concept théorique qui n'est abordé que de manière rhétorique (dans des conférences et tables rondes, des spectacles, des festivals, des articles, des publications, etc.), nous vous appelons à prendre des mesures matérielles en faveur de la décolonisation de la Palestine par le biais des étapes décrites ci-dessus.

Prendre position

Lorsque la plupart de nos politicien•nes (occidentaux•les) applaudissent les actes génocidaires du gouvernement israélien et leur donnent carte blanche, c'est à nous de les arrêter.

Nous vous demandons de partager l'événement sur vos réseaux sociaux et vos sites web, et de mobiliser votre public pour qu'il y assiste et montre aux Palestinien•nes votre solidarité. Comme ce fut le cas avec l'apartheid en Afrique du Sud, le boycott, le désinvestissement et les sanctions se sont avérés être une technique de pression matérielle et économique qui permet de faire avancer la libération des peuples opprimés. Si, en tant qu'institutions artistiques et culturelles financées par l'État, vous n'apportez pas votre soutien matériel en opposition aux atrocités génocidaires approuvées par le gouvernement qui vous finance et financées par les impôts du peuple, vous êtes complices par procuration du génocide en cours. L'histoire et nous-mêmes veillerons à ce que vous soyez tenu•es pour responsables en tant que tel•les.
